Methodology
From each state’s home health or home care licensing statute, read October 17, 2026 (some through verbatim mirrors, which are flagged for recheck on the official site). Where an individual exemption exists, it requires the nurse to act alone: employing or contracting other nurses removes it in every state where the wording was read. No exemption is inferred from silence; states whose statute was not read are “Not yet researched”. Certificate-of-need status is not used here.
